compare to the number of people who had registered at the date of the
relevant year's sponsorship deadline in e.g.

http://munin.debconf.org/archive/dc11/skinner.debconf.org-penta_conferences_attend.html
http://munin.debconf.org/archive/dc12/skinner.debconf.org-penta_conferences_attend.html
Knowing the past range of the ratio (final arrived attendees)/(planned
attendees at sponsorship deadline) might let us make a better estimate
for the final number of attendees this year.
