I share your disappointment. Clint is a dedicated and long-standing member of the community and an active contributor to the project. He deserves travel sponsorship more than many of us who were granted it (myself included). We at DebConf are fortunate to have him at the conference anyway. My understanding is that his ticket was bought before he heard a concrete decision, but while prices had not yet leapt up (a responsible and pro-active way to save debconf money for someone who has no legitimate reason to expect his request to be denied, given the typical delay of sponsorship decisions). This is unfortunate for him, but i'm happy that he's here. But he's now significantly over-spent his budget for travel; i hope this doesn't discourage him from attending future debconfs. I don't think i have any authority to answer this question either way, but if the funds are sufficient, why does it matter whether they go through DebConf or not?
