It looks to me that it's a significant leap from supporting their own
loyalty card to supporting other people's cards.

Yep, that's a bother - they'll exchange larger banknotes, but you can't
return to them with coins or even smaller banknotes. It's basically a scheme
to extort that last bit of change from tourists, but it's unclear why the
home banks participate in it. They just don't care about small amounts of
money I guess. :)
