With that out of the way: removing (uninstalling) darktable only removes the program, but does not wipe the data. If your configuration is invalid or your database files are broken (e.g. because of the many abrupt terminations while importing), they will remain. Your configuration file would be at C:\Users\[username]\AppData\Local\darktable\darktablerc; the database should be next to it. Debug logs: https://www.darktable.org/about/faq/#faq-windows-logs
You could try (with darktable closed) renaming the darktable folder in AppData\Local to something else (e.g. darktable.backup), and start with a clean slate. You could also run the from command-line with the -d (debug) option to see where it gets stuck. If you create a new folder, put a single image in it, can that be imported? Are your images on your computer, or on a network?
