there is sadly a situation in america where people who can clearly
explain being victims are the only people who are generally helped.
sometimes if a third party can clearly explain somebody is a victim,
and then consent to being helped, then they are helped.
sadly this leaves out almost everybody from aid. but it does keep the
set of people aided to a workable number and focuses on people capable
of adding clear useful information, which is helpful.
i do not work in these things, these are just my observations.
