You can run `locale -a` to see all available locales, and see if there is any utf-8 locales at all. It might be that the naming scheme does not match `*.UTF-8`. Otherwise, you'd have to install the `C.UTF-8` or `en_US.UTF-8` locale. If no UTF-8 locales are available at all on AIX, then we might have to add some kind of exception.
