This needs a little clarification I think.   The 50 move rule is really
more of a SHORTCUT, not a substitute.   It basically avoids having to
wait for a repetition which could take hundreds of moves.   It can also
conveniently cover the case where a player does not have the ability to
win a technically won game.   Of course this case also eventually
reduces to a draw by repetition.
