No matter how you look at it, you can never solve the problem of a
malicious opponent who wants to prolong the game needlessly.     You can
only try to punish him for doing so with something like Japanese
scoring.    But if a player is already losing the game there is no
incentive NOT to fill in every point and play to the bitter end.
