I think CGOS 19x19 was lacking handicap stones. It is totally useless to play
even games with much stronger opponent, but it is interesting
to play with correct handicap.

So far it seems every body was fair, and did not cheat on the hardware they
were using (this could also lead to problems for publications later).
So just keeping this good spirit, and trust people is an additional nice
feature of Cgos.
