The focused follow-up is now in draft PR #12958 (head `b659ea3f`). The change is centralized in `BaseServlet.requestBody`: UTF-8 for an absent charset, supported explicit charsets preserved, and unsupported declarations rejected with HTTP 400. All seven shared-reader consumers were audited; #12921's query/form-body-order change is not included. English and Chinese REST documentation and the existing engine integration test are updated. Local validation: 40 real-Jetty charset/config-shade tests and 19 related REST tests passed. The 66-module prerequisite build, including integration-test compilation, also passed. The separate two-node `RestApiIT` attempt stopped in its existing file-sink setup because Hadoop's Windows utilities are not configured; the new assertions were not reached. Full-repository verification was attempted but stopped before completion, so I am not reporting it as green. The PR records the exact commands and limitations and will stay draft pending genuine head-specific CI and the outstanding integration validation.
