Thanks @SEZ9 for clarifying the charset contract and REST coverage. The proposed UTF-8 default, preservation of explicit charsets, and documentation note make sense. @fatmanverse, are you already preparing the separate charset follow-up to #12921, or would you prefer me to take it? I can take it after confirmation; if you are already working on it, I'll leave implementation with you.
