The fork-wide Actions gate was still disabled on the Actions page, even though the permissions API reported `enabled: true` and Build was active. I re-enabled it there, and [Build is now actually running on this PR’s head](https://github.com/hutiefang76/seatunnel/actions/runs/39423108250). Code style, license and scope checks have passed; the test jobs are still running. I have also merged current `dev` locally and re-run the three option-rule regressions successfully. I’m finishing the root checks before pushing that integration and running CI on the new head. The PR still changes only `JdbcOptionRuleCompletenessTest`; no sink option is being added. -- This is an automated message from the Apache Git Service.
