Taking another look here https://infocenter.nordicsemi.com/index.jsp?topic=%2Fcom.nordic.infocenter.nrf52832.ps.v1.1%2Ftwim.html It looks like this can be implemented by hooking into SUSPEND which would give full control of start/stop.
