### What changes were proposed in this pull request? First slice of the expand / cron / commit track (stacked; this PR targets `branch-tms-scheduler`): - Nearest-policy decision model (winner vs same-level conflict, fail-closed) - `NearestMaintenancePolicyResolver` and `ExpandTableCandidate` - Expand occupancy gate interface used by later enumeration ### Why are the changes needed? Policy expand has to pick one nearest maintenance policy per table and skip ambiguous same-level attachments before any cron-job row is written. Enumeration and enqueue land in follow-up PRs on this stack. Part of #13760. Related to #13984. ### Does this PR introduce _any_ user-facing change?
