The design currently uses “task type” for several different concepts: the policy type/activity (`compaction`, `snapshot-expiry`, and so on) and the scheduler task kind (`policy-expand`, `cron-job`, `commit-job`). The removed `TableMaintenanceTaskType` represented an activity, not a scheduler task, while mapping 1:1 to `Policy.BuiltInType`. Please make these boundaries explicit: use `Policy.BuiltInType` as the policy/activity identity for now, and model scheduler task kinds separately.
