Agreed, and your own framing is what convinced me: a premature reclaim is
unrecoverable where a leak
isn't. Skipping unprovision for external tables.
Worth recording that `external` is only an approximation of the rule we
actually want, which is
"unprovision only what we provisioned". Two cases stay asymmetric under it:
an external table created
without a location *does* get one provisioned — both formats check the
location after the catalog has
filled it in — so skipping leaks that one; and a non-external table whose
caller supplied a location
was never provisioned, yet still gets unprovisioned. Making this exact needs
a marker recorded at
provision time, which feels like its own change rather than something to
fold in here. Documenting
both in the contract, which already asks providers to reconcile.
