Closing this PR because the implementation scope is being reduced to a focused FE change: disable LOCAL TVF by default, retain explicit startup opt-in, and preserve the existing implementation. Replacement work will start from the latest target branch. The broader storage/runtime hardening is outside that replacement scope.
