First principles: Run a hose from the intake to a bucket and then another hose
on the output side to the bucket. See if it pumps water or not. If it does
pump, the issue is elsewhere. Then put the hose on the seacock. If it still
pumps water, the issue is downstream. Note that there is such a thing as
one-way leaks, i.e they let air in but not water out.
Last one of these I had was causes by a small fish that got into the pump.

Hi Dennis. Did that. No apparent problem downstream. No water is getting to
heat exchanger which is first thing downstream of pump. Dave

Focus your investigation downstream of the pump. Disconnect the hose from the
discharge of the pump or the inlet to the exhaust elbow. Start the engine and
observe if you have flow.

Eliminated many possibilities yesterday. Pump shaft turning fine. Replaced
impeller. Still not pumping water. Has anyone had a priming problem? My
current hypothesis is that either the pump is not self priming or the seacock
is partially plugged limiting flow. Water comes into raw water strainer with
lid off but no idea if it is normal rate or not. Dave
