First principles: Run a hose from the intake to a bucket and then another hose on the output side to the bucket. See if it pumps water or not. If it does pump, the issue is elsewhere. Then put the hose on the seacock. If it still pumps water, the issue is downstream. Note that there is such a thing as one-way leaks, i.e they let air in but not water out. Last one of these I had was causes by a small fish that got into the pump. Joe Della Barba Coquina
