Lee,

I'd suggest you take a look at the carburetor, stuff tends to grow there.  I had a similar situation over a long winter layup and found, believe it or not, spider webs in the carb.  It's not too hard to take out the main jet, spray down with carb cleaner and blow everything out.

We've just tried starting it for the first time using a bucket of water, and whilst we did get it running; it doesn't sound like it use to!
