I took the elbow out. But before I did I ran the engine with the hose to the elbow off. Water came out but at idle but it did not seem like it was sufficient. More a dribble than a stream. Also, there was some sand like residue in the water leading me to think that the exchanger may need some attention. With the elbow off it should not be too difficult to at least clean it out.
