Joe The Moses-Saunders Power Dam ar Cornwall/Massena controls Lake Ontario and the out flow down stream. There is a lot of controversy over the IJC Plan 2014. The deciding factor is controlling the spring flooding at Montreal and depths for commercial traffic. I’ve really simplified it, it is infinitely more complex.
