Yes and see below from rob regarding ‘bigger concerns’.  😏

There is a lesser but more practical concern with water entering around the 
hatch  (as it does) and draining from the gutter and dribbling down the 
bulkhead, then into the openings.  (At rest at least the dribbles run elsewhere 
in Windstar, but heeled in a downpour who knows.). My fix for this is to make a 
plastic ring that is smaller than the flange on the deck plate and use that to 
shim the deck plate flange off the surface of the bulkhead.  It needs to be 
stood off  or trimmed anyway.
This will form a rain gutter in effect, and the dribbles will run around the 
opening.  (I’ll post pics). The snap in deck plates can be installed to block 
the openings if for whatever reason that’s desired.
