Here is a video, showing the generic tool and procedure.  The tool isn't
that difficult to make if you have access to a drill press and a way to cut
metal plate.  What they didn't show in the video is first finding and
loosening the set screws that hold the cutless bearing into the strut.
They can be difficult to find due to years of paint hiding them.
