Dan,

Pictures have never been excluded they just need to be reduced less than
the max email package size.  That picture is 26kb.  The problem is that if
people don't trim the picture out of their replies then it continues to be
26kb of extra data on the mail server.

It is useful to have inline pictures but Google and most internet browsers
make it pretty easy to copy the link to a picture without actually copying
the picture.  Some email clients will auto thumbnail the link too so it
almost appears as an inline picture.
