Check the belt in the housing that is attached to the wheel. You have to remove the housing from the wheel and pry it open. Chances are, by your description, that the belt is worn and slipping.
Replacement belts can be found online. Make sure you get the right one. Raymarine made a black housing and a gray one with different length belts.
