Get some calipers and take measurements on the pedestal. Then take the new wheel to a machine shop. They can do it perfect for relatively cheap. OTOH, you could take both wheels to the shop and have them match the new to the old.
Edson made a tapered shaft and straight shaft. You may be encountering both.
