If you are talking Nexus, I think I know the problem. Mine would spin freely when I removed it but wouldn't work when installed. The problem is growth on the inside of the bushing that is not pushed out when the knot meter is installed. The paddle wheel is only slightly smaller than the bushing ID, and the paddles catch on the growth. I had to file about 1/32" off each paddle, and never had the problem again.
