That’s a definite NO!

 

When I bought Imzadi she was documented, and I elected to change the ownership 
and continue the documentation (more on that in a moment). The form to fill out 
to change the ownership took maybe 10 minutes to do, and the fee was less than 
one year of state registration.  I had the additional activity of registering a 
lien on the boat because she was financed. That paperwork took about an hour, 
and there was a fee for recording – something like $15 per page. I guess the 
total cost ran around $75. Renewal every year since has been $0. I don’t recall 
having to pay anything when the mortgage (not the proper term, but equivalent 
to what the USCG calls it) was cleared.

 

There is, BTW, talk about instituting an annual fee for renewing the 
documentation.

 

Now, as to why I think documentation is better than state registration:

 

If you visit a foreign country, your boat is actually supposed to be documented 
as a US vessel. I don’t think most places are strict about enforcing that rule.

 

In most states, you don’t need to register a documented vessel. So you avoid 
the cost of registration (but not whatever sales, use, or personal property 
taxes there are) and you don’t need to have the ugly numbers stuck to your bow. 
Some states do, however, require registration, but you only need to have the 
colored state sticker on the starboard side of the mast. YMMV.

 

Your documentation is your title, so you avoid state title fees, and if you 
move or take the boat to a different state (baring Florida) you are exempt from 
retitling/reregistering. Some of us have reported that the HIN on the transom 
and the hull number stamped into a plate in the cockpit don’t match. My 25 had 
an extra zero on the plate (25225 on the hull vs. 250225 on the plate) and it 
took me literally weeks before I could get that sorted out and a title issued 
when I moved to North Carolina.

 

And a personal reason: My dog sails with me, and the tags on his harness and 
collar say “Chance  S/V Imzadi US Doc 664669 and my cell phone number”. Anyone 
with any sense at all can figure out how to get in touch with me if he wanders 
off while we are traveling.

When I went through the process of changing ownership and re-documenting under 
my name, I wanted to make sure I had all my i's dotted and t's crossed, so I 
called them on the telephone. THIS is a government agency that knows what it is 
talking about and wants to be helpful. I was very impressed.
