Stuff like this does happen sometimes in the U.S.

Many cities, and the state of Florida, have confiscation laws dating back to 
the days of major drug smuggling.

The laws were aimed at seizing property from major criminals. But, if your kid 
was caught with a bag of pot in your new Lexus, the car often was confiscated 
as contraband. If you had crew with pot or pills on your boat, even if you 
didn’t know about it, same thing.

Many police departments filled out their budgets for years with confiscation 
money. But they finally toned it down because the publicity was so bad. I think 
many of the laws are still on the books, so it would be worse because it has 
become selective enforcement. 

One time in the early ‘80s, I helped a friend sail his new boat up to his new 
home from Fort Lauderdale. Along the way, we saw a big bale of pot floating 
directly in our path. 

We sat in the cockpit and calculated how much we could make selling it against 
what it would cost him if the boat was confiscated, and what would happen to us 
if we got caught, and sadly watched about 100 pounds of top-grade Colombian 
marijuana drift past us.

I guess the law was effective.

Government: We are seizing your boat because you have no decals from the state.

Me: Actually I do – look right here.

Government: Well we are doing it anyway.

Me: How do I get my boat back?

Government: We have no idea.

Me: Is there a law that applies to this?

Government: Yes, you have to go get stickers. I hear the DNR office is open 
today.

Me: But I already have them!

Government: Well give us a few months to think about it. 

 

I can’t really see this happening in the USA or Canada on a routine basis. 
Apparently the last couple presidents of Mexico were sailors and wanted people 
to come to Mexico by boat. Apparently “not so much” for the new guy.

I agree Joe.

That's the point I tried to make about the difference in skill levels between 
U.S./Canada vs. Mexico government employees. I see this action and think 
they're still in their apprenticing stage. Heavy handed and awkward, yes. 
Different in principle to our agencies, no. If this same Mexican action 
happened to a dozen people/boats each month and though many marinas we wouldn't 
even hear about it... amateurs! 

Give them a few years and I expect they will become almost as skilled as our 
agencies :)

If the IRS is after you, you can prove you didn’t do it and get your boat back. 
Apparently the Mexican IRS has *no f-ing idea* how to undo the mess they made. 
You can prove you have the correct papers all day long and they won’t let you 
go. Also note the penalty under Mexican law for not having the papers is you 
have 10 days to go get them.

same heavy handed way that the Mexicans have done. The big difference between 
to the two (and indicates a higher level of skill) is that "our" agencies 
target individuals, not groups.
