If the IRS is after you, you can prove you didn't do it and get your boat back. 
Apparently the Mexican IRS has *no f-ing idea* how to undo the mess they made. 
You can prove you have the correct papers all day long and they won't let you 
go. Also note the penalty under Mexican law for not having the papers is you 
have 10 days to go get them.

I.E.: the withholding of funds or seizure of property until you comply. In the 
same heavy handed way that the Mexicans have done. The big difference between 
to the two (and indicates a higher level of skill) is that "our" agencies 
target individuals, not groups.
