Summer traffic, anything north of NYC? GSP? Are you planning on living on the boat for the summer?
Seriously, unless you plan on traveling at very off hours I would rule out anything beyond the city. Having lived in both Baltimore and Long Island my personal preference is for the sound over the bay. For everything else I'd move back to MD in a heartbeat. There are tons of spots on both shores of the sound that would give you everything you want. Just don't know how you'll get there. On the other hand, driving south through DE is no picnic either.
