Could it be that C&C started using the ZCC designation for boats built in
Canada long before the RI facility opened in 1976.  Data I have shows 35
MKII's built in March 1974 had the ZCC designation, that's 2 years before
the RI facility opened.

The only connection to the RI facility opening is that it got to use the
CCY designation that had been used previously for boats built in Canada.
