I'd be tempted to dismantle the steering and drop the rudder. You will then be able to see what the construction is and what needs doing. If you need new Delrin inserts or some other work, it should be relatively easy to get them turned at any competent machine shop. It will also give you an opportunity to dismantle and service the entire steering mechanism. A good thing after many years of service.
