That happened to me at Screwpile this summer. I was able to change the
impeller on the way in from the race and had the engine ready for use when
we got near the dock. And no, I don't change the impeller every year. This
one was probably five years old.

There is a possibility that the rubber impeller has detached from the metal
drive insert and is spinning while the impeller either doesn't move or only
turns slowly. Check the Jabsco website for impellers.
