The rule of thumb taught me by a wizened old Coast Guard chief about 30 years ago was: At least one pound of anchor and one foor of chain for every foot of boat length.
In these litigious days I don't think they publish a guideline any more for fear of being sued. But the old rule of thumb has always worked for me.
