Rich,
Not an unusable railway, one under construction. The new railway is using all new track which is much wider than the old. Thus putting down the new tracks requires the sea floor to be leveled. Yes, dredging will have to be done, and yes it is behind schedule a bit. However, once complete the all new railway will have much greater capacity than the old and tired
   one did.
