A measurement-based system, like IRC or the late Americap, would benon-subjective, and would instantly erase any claims as to impropriety. Insteadof competitors sitting at the bar saying he won because he has a gift rating,they can instead use trim, preparation and tactics as the reasons forvictory. Inthe past, I've found the PHRF Board from the YRA of LIS to be the most corruptand ethically-challenged group in existence. Now, things have gotten better in our area, but theproblem I see is that the sins of the past are hard to correct. This wasespecially true recently with an issue with the J/105 rating, which was WAYdifferent than in other areas. But no board of people is ever going to say"we messed up" and adjust 18 points. That would just exposed how badthe system was (and is.) The bigger problem is that it's all we got. IRCmeasurements are expensive and can only be done for larger boats. There waspromise with Americap, but that died out. There needs to be a way to eliminatethe human element that we see on PHRF boards and find a formula system similarto what the IRC and Americap systems used, but make it free and universal. Untilthen, love it or hate it, we're stuck with PHRF. So there's the challenge -- And I urge all you retiredmathematic or engineering experts to fire up that old Apple II computer andcome up with a system that will take in sail area, displacement, waterline andthe I, J, P and E measurements (and give credits for certain speed-affectingcursing gear) and spit out a rating number or Time Correction Factor that willend all the favoritism and corruption at the local PHRF Board.
