While I do love MemEx perhaps you might want to purchase from a provider
who supports Linux.  System 76 is one of the better known ones & below
is a link to a system close to what you want for around $750:

Looks like you can still get Windows 7 at MemEx as well.  With ultimate
being around $200 that should still bring you in under your budget amount.
