I have used the chntpw utility (a Linux utility) a few times to reset
Windows XP passwords.  I think this also worked on Windows 7 but it did not
work on my Windows 8.1 install (not surprising since Windows 8 is using my
msdn/technet  credentials).

I always carry a systemrescuecd USB drive with me (it is also in my PXE
boot environment) so I am never without it.  I am not sure which other live
Linux environments have this utility (IIRC Kali/Backtrack also has this
installed by default).

You will also need the ntfs-3g utility so that you can mount the ntfs
partition.
