More important than the speed is the make and model of the CPU. A 2.4 GHz Pentium 4 is not anywhere near the same class as a recent Core i3/i5/i7 (even compared to a single core). Clock speeds have not changed dramatically in the past 7 years, but performance sure has.
Having said that, the lag you describe I have seen on just about every web cam I have encountered. Without seeing the output I am inclined to say that this is "normal".
