Sounds like a CPLD may be a better solution. They are also easier to get in low pin count packages. The older models also come in packages that can be socketed, if that is of any concern.
The Altera MAX devices are an option, and the Quartus II Web Edition software is either free or not too expensive IIRC. The nice thing about using a CPLD is they are considerably simpler than an FPGA, which means a slightly less steep learning curve if you are teaching yourself how to do it!
