I am not sure what you are expecting to be optimized.  Both the original
eeePC and the newer gen of devices are powered by 32 bit x86 processors
that run a standard version of Ubuntu just fine.  I am writing this on
an Acer One running a stock version of Xubuntu btw.

The UI is being optimized for the screen size and there will likely be a
custom kernel for the Intel Atom.  They are also targeting this to
hardware manufactures as it will have a different release cycle from the
standard Ubuntus.  Really, you will generally only see it pre-installed
on devices.
