FYI, in case I have not been clear, I also have the ati 200m GPU (as
well as the ati IXP chipset on the motherboard).  I do have a usable
laptop (more than usable actually) using the fglrx xorg driver.  I have
not built the kernel module (for system stability reasons) so 3d does
not work.

You can use the fglrx xorg driver that is packaged with Debian/KUBuntu
(check apt-cache search fglrx for the package name) or the one from the
ati site (convienently packaged in a .deb here:
