Hello,
I do not think the person meant that their OS is completed, even Richard Stallman uses the phrase "GNU plus Linux" and has made more then a few comments alone the lines of hurd not being completed and that they are using the Linux kernel.
They most likely meant that their OS is completely Unix style. Which would not imply that is it finished.

this, however, is complete crap. GNU does not have a complete operating system, UNIX or any other "style". they've done a TON of great stuff, but GNU doesn't even have a usable kernel.
I thought they just made some "unix like" programs and are working on hurd (the kernel) but its not done yet
