If you see a vote taking place that you feel you have a stake in / an opinion on, you should feel free to vote anyway. Why? Even if your vote isn't binding, it may be useful to understand how folks in the community think about something even if their vote isn't binding. I believe it's PPMC votes that are binding for the vote held within the podling, btw. But please don't let that stop you from weighing in if you wish to.
