I haven't used the debs. I'm not sure what the dependencies look like or if
they're correct, but you may want to try installing
http://cloudstack.apt-get.eu/ubuntu/dists/precise/4.0/pool/cloud-system-iso_4.0.0-incubating_amd64.debfor
example on the agent.
