So if there is no entry like:
<disk type='file' device='cdrom'>
<driver name='qemu' type='raw' cache='none'/>
<source file='/usr/lib64/cloud/common/vms/systemvm.iso'/>
<target dev='hdc' bus='ide'/>
On your system vm, you may be missing the systemvm.iso on the agent. If that is
not there, it doesn't set up the system vm properly. Did you install the debs,
or from source? As wido mentioned, is the deb installed for the iso?
