I am not sure what you mean by "That response does not respect people’s limited time." I think you mean that Pull Requests are often a waste of time, because you can not be certain if the Pull Request will be accepted? And some Pull Requests linger for months, or they are never accepted but no reason is given for their rejection? I'm curious if you feel there are any restrictions that should be put on a documentation site?
