The clamav source is a .tar.gz available from
https://www.clamav.net/downloads or from the github release page
https://github.com/Cisco-Talos/clamav/releases. Most commonly, source is
distributed as either in a .tar.gz or .zip although these days I would
say most projects forego that and simply provide the public github or
gitlab repository, which automatically make releases available one of
those two. I'm not familiar with any projects distributing source in an
RPM.
The last EPEL source RPM for RHEL 7 can be found here:
<https://dl.fedoraproject.org/pub/archive/epel/7/SRPMS/Packages/c/clamav-0.103.11-1.el7.src.rpm>
I would suggest unpacking that, dropping in the latest upstream tarball,
editing the spec file to use it, and see what happens.
If you can get it to work, do please post an updated spec file and any
needed patches.
