This removal seems to have happened when we took over the release engineering process from the exiting team. We have been building the release tarballs with the projects dist target, which should pull in the required bits for a complete build. Having checked this today, I can confirm that the contrib directory is not supposed to be packaged in the distribution files according to the build system. As init scripts are highly platform dependent they are usually maintained by the package maintainers for the platforms rather than by the project. You should take a look at the ClamAV packages for your platform and use their init scripts.
